Circuit Rules Letter of Understanding 1. The Eastern Idaho Books-onTape Circuit is established by public libraries in southeast Idaho to make available a collection of books-on-tape to library patrons. 2. The Salmon Public Library in Salmon, ID is the coordinating library for this project. 3. Membership shall be contingent upon payment of the annual assessment of $100. Annual assessments will be made about October 1 and shall be paid on or about January 1 of each year. Payment to be sent to the coordinating library. Membership fees collected shall be used for collection maintenance and administrative costs. 4. Circuit members shall meet yearly to discuss and make decisions about issues concerning the circuit. Decisions shall be by majority vote of libraries represented, each library present shall have one vote. 5. Member libraries will send suggestions on purchasing to the coordinating library. The coordinating library shall order tapes for the circuit. 6. Materials needing repair may be sent to the coordinating library for repair/replacement. If the tape is damaged due to negligence or misuse the library holding the title will be responsible for replacement costs. Reuined tapes shall be replaced at $10.00 per tape or actual cost of tape whichever is higher. Vinyl albums which are damaged due to misuse or negligence shall be assessed a $5.00 fee. 7. Each 'kit' of tapes will contain 55 titles. Kits will be rotated every two months. It is the responsibility of each member library to mail a complete kit to the next library on or before the first of odd numbered months (January , March, May, July, September, November). Member libraries not receiving all tapes in a kit shall contact the sending library as well as the coordinating library on or before the 7th of the month. Should all tapes not be forwarded to the next library by the 15th of odd numbered months, then the sending library will be responsible to purchase the tapes from the circuit. Member libraries failing to forward tapes will be billed list price for the tape(s). Should the replacement cost of the tapes exceed $100 the offending library shall receive a warning letter from the coordinating li8brary. Three warning notices shall result in termination of the offending library's membership in the circuit. All fines must be paid prior to the January 1 renewal date. Unpaid fines/annual dues will result in the termination of membership. Fines exceeding $100 shall be paid within three months of receiving notification. 8. Libraries wishing to join the circuit must provide an amount equal to the cost of one kit of books-on-tape and the $100 annual maintenance fee to the circuit. 9. Libraries wishing to terninate their membership must send a letter to the coordinating library statiang their last day in the circuit. This letter must be received 2 weeks prior to the date of termination. The coordinating library will then send instructions for termination. No monies will be refunded. 10. The titles included in the circuit collection shall remain free of all ibrary markings except "Eastern Idaho Books-on-Tape Circuit" on each tape and case. 11. Included in each set of books-on-tape will be a list of titles included in that set. Each library shall send at least on clean copy of this kit list with the tapes to the next library. 12. The circuit may be dissolved upon a majority vote of the member libraries in good standing at any time. The assets of the circuit would be divided equally amon the members in good standing at the time of dissolution.
